SB1407 Addresses Safety at IL’s Hazardous Materials Facilities

The PROBLEM

Illinois’ high-hazard facilities DO NOT currently have state sanctioned/required advanced safety training for contracted/subcontracted workers!

Senator Michael E. Hastings introduced SB1407, the Illinois Hazardous Materials Workforce Training Act on January 30, 2018. SB1407 calls for the development of approved advanced safety training of workers at high hazard facilities to achieve a skilled and trained workforce to perform on site work.


SB1407 Would Require

IL Dept. of Labor (IDOL) to develop by rule a required curriculum of approved safety training for all contractors and subcontractors used at high-hazard facilities in IL

  • Available through the Agency, community colleges or US Dept. of Labor approved apprenticeship programs

Owners/Operators of these facilities use ONLY contractors and subs who have received the State’s advanced safety training

Financial penalties be levied against owners/operators for violations

Civil Penalties be used to create the IL Hazardous Materials Workforce Training Fund within the Illinois State Treasury

  • These funds will be used for administration, investigation and enforcement of the Act
